you have to load it in the Gimp with the menu “Filter → Web → Image Map”

this page can the be updated with the coordinates given by the “View - > Source” menu, with care to add “title” and added the

 onmouseover="setFocus(this);" onmouseout="clearFocus(this);" 

attribute to the area mapping (see above in the page html)
